WASHINGTON — FBI Director James Comey said Wednesday that his bureau is looking into whether there were possible internal leaks to Rudy Giuliani, promising “severe consequences” if there were.

Giuliani, the former New York mayor and top surrogate for President Trump, said repeatedly during the 2016 campaign that he regularly talked to FBI agents about Hillary Clinton’s case.

“It perplexes numerous FBI agents who talk to me all the time,” Giuliani said of Comey’s decision not to charge Clinton with a crime.

That would be an illegal breach of conduct, and Comey said during a Senate Judiciary Committee hearing Wednesday that it’s “a matter the FBI is looking into.”

The comment came after Sen. Patrick Leahy (D-Vt.) pressed him on the issue.

“Did anybody in the FBI during this 2016 campaign have contact with Rudy Giuliani about the Clinton investigation?” Leahy asked.

“I don’t know yet,” Comey said. “But if I find out that people were leaking information about our investigations whether to reporters or private parties, there will be severe consequences.”

In late October, Giuliani said on Fox News that Trump’s campaign had “a surprise or two” and “a couple of things up our sleeve that should turn this thing around” — just two days before Comey announced he was reopening his investigation into Clinton’s email server.

Many assumed that meant he was getting the leaked information he had previously bragged about — especially since the former U.S. attorney has known many FBI agents in his day — though he later denied that he had been referring to the FBI.
